The Initial Training Course for Performing Authorities is designed to develop competent leaders capable of managing work parties safely and effectively in high-risk environments.

Course Objectives:

This comprehensive training ensures that participants:

• Understand their legal responsibilities when supervising work parties at the worksite

• Recognize, assess, and control worksite hazards through formalized risk assessment systems and safe systems of work

• Monitor work activities effectively and respond appropriately to changing work conditions or plan modifications

• Manage operations safely through clear communication and structured handovers at all stages of work

Target Audience:

This course is specifically designed for personnel who intend to act, or are currently acting, as a Performing Authority in the workplace. It provides the essential knowledge and practical skills needed to fulfill this critical safety role with confidence and competence.


By completing this training, participants will be equipped to uphold the highest safety standards, ensure regulatory compliance, and protect both their teams and the work environment from potential hazards. Upon successful completion, participants will receive an official certification, validating their competence and expertise in this critical safety role.

What will I learn?

  • 1. Introduction to Control of Work
  • 2. Identify the main legal requirements and guidance documents relevant to control of work
  • 3. State the purpose of a permit-to-work system
  • 4. Explain the principles of work control, and how work is controlled within typical permit-to-work systems
  • 5. Identify the main types of control of work documents (hot work, isolation certificates etc.) and explain their purpose and why they are cross-referenced to each other.
  • 6. Identify the main roles within a typical permit-to-work system and the function of each role
  • 7. Explain the role of the Performing Authority
  • 8. State the responsibilities of the Performing Authority
  • 9. Differentiate between hazard and risk
  • 10. Give a brief explanation of the term: ‘ALARP’
  • 11. Controlling Work Activities
  • 12. Identify and explain typical steps in planning and preparing for the work activities
  • 13. Handover, work suspension and completion & methods to ensure effective handovers
Requirements
  • Basic Education: Minimum literacy and numeracy skills.
  • Work Experience: Relevant industry or operational experience.
  • Prerequisite Training: Completion of Control of Work basics or equivalent.
  • Employer Authorization: Nomination by your organization.
  • Health and Safety Knowledge: Familiarity with safety practices and procedures.
  • Site-Specific Induction: Further site-specific training is the Duty Holder's responsibility (see Appendix 2 for details).
